一、机构概况｜Institutional Overview

北京非遗传承文化传播工作委员会，是专注中华非物质文化遗产保护传承、国际人文交流、民间外交合作的专业文化机构。机构立足全国文化中心北京，以守艺传薪、文明互通为核心使命，深耕中华非遗资源普查、活态传承、人才培育、学术研究、大众普及与全球化国际传播。

委员会坚持“非遗走出去、异域文化引进来”双向交流模式，搭建国内非遗传承人、学者、艺术家、文旅企业与各国驻华使馆、海外文化机构、国际友人常态化对话合作平台，助力“一带一路”倡议多元文明交流互鉴与中外民间友好事业高质量发展。

本机构构建集非遗申报、学术研究、技艺传承、阵地运营、国际交流、产业创新于一体的综合性非遗工作平台，立足首都、深耕传承、联通世界。

机构主任由：大使会客厅北京通州区服务站站长、世界非遗国际传播大使、中国数字非遗课题组专家 刘爽女士 担任。

The Beijing Intangible Cultural Heritage Inheritance and Cultural Dissemination Working Committee is a professional cultural institution focusing on the protection, inheritance, popularization and global communication of Chinese intangible cultural heritage, international humanistic exchanges and people-to-people diplomatic cooperation.

Based in Beijing, the national cultural center of China, the Committee takes inheriting craftsmanship and connecting civilizations as its core mission. It devotes itself to ICH resource investigation, living inheritance, talent training, academic research, public popularization and global cultural dissemination.

Adhering to the dual development concept of “Going Global with Chinese Heritage, Introducing Foreign Cultures to China”, the Committee builds a long-term cooperation platform for domestic heritage inheritors, scholars, artists, cultural tourism enterprises, foreign embassies, overseas cultural institutions and international friends. It promotes civilizational mutual learning under the Belt and Road Initiative and boosts high-quality development of Sino-foreign people-to-people friendship.

As a comprehensive working platform integrating ICH application, academic research, skill inheritance, base operation, international exchange and industrial innovation, the Committee roots in the capital, inherits traditional culture and connects the world.

三、核心工作职责｜Core Responsibilities

1. 非遗申报体系工作：负责非遗代表性项目、非遗传承人、非遗工坊、传承实践基地挖掘筛选、资源建档、材料编撰、专家论证、逐级申报全流程服务。

2. 非遗传承培育教学：常态化开展宋代点茶、中医砭石微针、边氏太极、京韵禅乐、毛体书法非遗授课与师徒传承，培育国内外非遗人才。

3. 学术智库研究建设：开展非遗理论研究、技艺标准制定、课题研讨与项目评审，推动非遗保护规范化、科学化发展。

4. 国际人文交流合作：开展中外非遗互访、使馆交流、国别文化节，引进海外民俗艺术，推动中华非遗文化出海传播。

5. 非遗融合创新发展：推动非遗与文旅、康养、文创、研学、商事服务深度融合，实现传统文化创新转化。

1. ICH Application Service: Responsible for screening, filing, compiling, reviewing and applying for ICH projects, inheritors, workshops and practice bases.

2. ICH Talent Cultivation: Provides systematic training and master-apprentice inheritance for Song-style tea art, stone needle wellness, Tai Chi, Zen music and calligraphy.

3. Academic Research & Standardization: Conducts theoretical research, technical standard formulation and project evaluation to standardize ICH protection.

4. International Cultural Exchange: Organizes Sino-foreign ICH exchanges, embassy dialogues and national cultural festivals, promoting Chinese heritage overseas and introducing foreign cultures.

5. Integrated Innovation Development: Promotes in-depth integration of ICH with cultural tourism, wellness industry, cultural creativity, study tours and commercial services.

Exports Chinese Song-style tea art and traditional wellness culture; introduces foreign folk art, dance, cuisine and cultural creativity.

Co-builds international cultural exhibition bases, wellness exchange centers and commercial service platforms.

Operates the youth people-to-people diplomacy brand Little Diplomats.
